California Town Focuses on Becoming Solar Capital of the World

The mayor of Lancaster has required all new homes in the city to either come equipped with solar panels or be in subdivisions that produce one kilowatt of solar energy per house, part of his plant to make Lancaster the solar capital of the universe.
