Michael Haney

From 2014 to 2019, Haney served as Program Director at the Advanced Research Projects Agency – Energy (ARPA-E) on assignment from the University of Delaware where he was a Professor of Electrical and Computer Engineering. At ARPA-E he led the development of programs in high-efficiency solar energy conversion and photonic networks for data centers and high-performance computing systems. In 2020, Dr. Haney transitioned to a role as Program Director Emeritus at ARPA-E, where he advised new Program Directors and consulted on programs related to the application of integrated optics and photonics technologies for energy-efficient computing, switching, signal processing, and power conversion.

Previously, Haney served as a Program Manager within the Microsystems Technology Office at the Defense Advanced Research Projects Agency (DARPA), where he developed and managed a portfolio of R&D programs on the application of integrated photonics and micro-optics in computer interconnects and switching, bio-sensing, remote sensing, and solar cells. He has held a previous academic position at George Mason University. In 1998, Haney co-founded Applied Photonics, Inc. to advance integrated optical interconnect technology for military and commercial applications.

Haney received his Ph.D. in Electrical Engineering from the California Institute of Technology, M.S. in Electrical Engineering from the University of Illinois at Urbana, and B.S. in Physics from University of Massachusetts, Amherst. He is a Fellow of the Optical Society of America.
