EPA to Push Efficiency on Big Carbon Emitters

The EPA announced that instead of mandating specific control technologies when it begins regulating greenhouse gas emissions next year, it will push coal plants and manufacturers to become more energy efficient. Efficiency improvements cut emissions and are less costly than other measures.
