Selling energy efficiency in difficult since it is something that does not physically exist and cannot completely be measured. Energy efficiency and solar PV balance each other out by reducing demand for electricity, while at the same time providing the energy that is needed sustainably. Residential PV gives high cost energy that is also high value energy since it is generated at a place where it is needed. Low cost, low value energy is generated by large solar array plants in the middle of the desert.
