California uses significantly less energy per capita than the rest of the US because of incentives implemented by the state, specifically Title 24. A smart grid could give customers options by letting them choose energy control options not previously available. Urban rooftop solar systems would greatly improve the efficiency of the grid by cutting out transmissions loses.
