There is more momentum behind energy efficiency then there has been in three decades. California specifically is running the largest and most effective energy efficiency program in the world. The state saves $2 billion per year in not having to expand the energy infrastructure, $1 billion of which goes to fund projects and $1 billion of which stays in the economy. By doing this, California has shown that energy efficiency is a smart thing to do economically. The state should link up with China and India to start a global solution. Energy efficiency can be marketed the same way the best brands in the world are marketed, by people in California. Energy efficiency is the number one tool for addressing global warming. Ultimately, to deal with global warming, we need to retrofit all buildings, not just new buildings.
