There is a mismatch of population density and electricity use in the world today. Regulation and technology can work together to improve appliances. Title 24 is based off of design performance from simulations, not actual performance. Shifting this to look at the actual performance would be a step forward. There are currently four routes from getting energy from the sun; it is unknown which one is going to be a large scale solution. Artificial photosynthesis is one route being looked at. Conventional carbon capture is extremely expensive and storage is risky.
